MISSA Now Accepting Bid Proposals for its System Migration and Modernization

1. MIGRATION SPECIFICATIONS
   1. Migrate from Social Security System that is in MS Visual Fox Pro 9.0, to a system and database that has a known prolonged life expectancy.
      • Data migration from FoxPro database to SQL Server Database;
      • Target desktop technologies stack: Program language: C#; Dot-Net components: Net Framework 4.8 or latest, WPF, Telerik WPF, IdeaBlade DevForce; MVVM-base pattern;
   2. Current MISSA System Contains
      • Approximately 88 related tables
      • Approximately 243 screens that display information to users and/or input and process information, most screens that have an SS and PS version are based on single underlying class.
      • Approximately 279 reports that display information to users, in the form of a screen display, printed report or MS-Excel or text output to generated listing to all institution.
      • Approximately 22 MISSA Output to File and Templates that are used to create notice letters for tax payers and benefit recipients, Excel and Text files.
      • Approximately there over 270 “program” files – that are mostly common code called by other screens and reports. The most major ones are:
        Genledger.prg – that generates the ledgers displayed in the Employers, Quarterly Returns, Delinquent, etc. screens
        CalculateBenefitAmount.prg – that calculates benefits, used in Claims, Benefits, etc. Screens
      • Approximately there are over 100 classes – called by other screens and reports to control access to tables
      • Approximately 6 system enhancements and Table modifications needed.
2. MODERNIZATION SPECIFICATIONS
   1. Interface and data exchange with MIP Fund Accounting System
      • Setting up of receivables
      • Recording of collection of contributions and receivables
      • Recording of notes receivables
      • Calculation of interest and penalties
      • Writing off of bad debts
      • Setting up subsidiary accounts
      • Statement of accounts and tax assessments
   2. MISSA website development
      • Interface of basic social security data with MISSA website www.rmimissa.org.
      • Personalized online services
3. HARDWARE SPECIFICATIONS
   1. 3 DELL Power edge r230 Rack mounted. Built-in
      • Windows Server 2012 R2 Standard, 64 bit.
      • Bitdefender security for servers.
      • Configured in Raid 10 (1-0).
      • 2HD 1TB (Hotswappable)
      • 8GB Ram
      • MS SQL 2014 installed
      • All Software required to run proposed system.
      • UPS that can sustain power to the server for at least 1hr.
      • Rack server Rails.
      • Rack console with at least 4 port USB KBM switch.
      • 3 Synology DS1517 System Network Storage (NAS) to store & backup user files & the FoxPro Data. One of the three NAS is installed and setup off-side.
